Apply eye liner:

Use a liner in a darker shade, probably jet black and line in a thick fashion. And use kajal under rim lines of your eyes as well if your eyes are big but for small eyes do not use jet black eyeliner, use a shade near to black but not jet black. You may line the lower rim too but for some people, it works and makeup eyes look popped up and for others, it depressed the look. So do a trial and error for lining the lower rim.

Apply Mascara coats:

If your eyelids are small then do not hesitate to use false lashes. You can also curl the eyelids if you want.
